To address another issue you talked about:

Having difficulty getting vertical flexion. I would highly recommend using the Imus Comfort Gait bit. Snaffles & Kimberwickes aren't going to put the appropriate pressures in the right places to help him. Check out the training videos on the home page about bitting. It is really very simple stuff the way Brenda breaks it down.

Nosing out and 'stargazing' is an indication of going hollow backed which is never good, and if he does not easily give to your hand it may be that he's leaning towards that kind of carriage. It may also be part of the hind end problem you're dealing with.
